We did expect retaliation, just not to this extend and so soon. Safe to assume that Salah's associates panicked after reading the news that he has been caught and "is willing to talk". As for the high alert, we have been on level 3 out of 4 for several months now. But it is difficult to police everything while our hands are tied with laws and legislations.
